A series needs both at once. Character sheets and location plates are images; the shots that use them are videos. Where the two share one count, a round of reference images holds up the video queue.
Midjourney's video figures also depend on the lane: up to 12 fast prompts on its largest plan, but 3 in Relax whatever the plan.
